وَيَحۡلِفُونَ بِٱللَّهِ إِنَّهُمۡ لَمِنكُمۡ وَمَا هُم مِّنكُمۡ وَلَٰكِنَّهُمۡ قَوۡمٞ يَفۡرَقُونَ
Wa yahlifoona billaahi innnahum laminkum wa maa hum minkum wa laakinnahum qawmuny yafraqoon
They swear by Allah that they are indeed of you; but they are not of you: yet they are afraid (to appear in their true colours).

Translation (Yusuf Ali): They swear by Allah that they are indeed of you; but they are not of you: yet they are afraid (to appear in their true colours).
This is verse 56 of Surah At-Taubah (ٱلتَّوْبَة, meaning "The Repentance"), the 9th surah of the Quran. It is a Medinan surah with 129 total verses.
