وَإِن كَانُواْ مِن قَبۡلِ أَن يُنَزَّلَ عَلَيۡهِم مِّن قَبۡلِهِۦ لَمُبۡلِسِينَ
Wa in kaanoo min qabli any yunazzala 'alaihim min qablihee lamubliseen
Even though, before they received (the rain) - just before this - they were dumb with despair!

Translation (Yusuf Ali): Even though, before they received (the rain) - just before this - they were dumb with despair!
This is verse 49 of Surah Ar-Rum (ٱلرُّوم, meaning "The Romans"), the 30th surah of the Quran. It is a Meccan surah with 60 total verses.
