أَوۡ يَأۡخُذَهُمۡ فِي تَقَلُّبِهِمۡ فَمَا هُم بِمُعۡجِزِينَ
Aw yaakhuzahum fee taqallubihim famaa hum bi mu'jizeen
Or that He may not call them to account in the midst of their goings to and fro, without a chance of their frustrating Him?-
— Al-Nahl (ٱلنَّحْل), 16:46

Translation (Yusuf Ali): Or that He may not call them to account in the midst of their goings to and fro, without a chance of their frustrating Him?-
This is verse 46 of Surah Al-Nahl (ٱلنَّحْل, meaning "The Bees"), the 16th surah of the Quran. It is a Meccan surah with 128 total verses.
