رُّبَمَا يَوَدُّ ٱلَّذِينَ كَفَرُواْ لَوۡ كَانُواْ مُسۡلِمِينَ
Rubamaa yawaddul lazeena kafaroo law kaanoo muslimeen
Again and again will those who disbelieve, wish that they had bowed (to Allah's will) in Islam.

Translation (Yusuf Ali): Again and again will those who disbelieve, wish that they had bowed (to Allah's will) in Islam.
This is verse 2 of Surah Al-Hijr (ٱلْحِجْر, meaning "The Rocky Tract"), the 15th surah of the Quran. It is a Meccan surah with 99 total verses.
