وَلَوۡ شِئۡنَا لَبَعَثۡنَا فِي كُلِّ قَرۡيَةٖ نَّذِيرٗا
Wa law shi'naa laba'asnaa fee kulli qaryatin nazeeraa
Had it been Our Will, We could have sent a warner to every centre of population.

Translation (Yusuf Ali): Had it been Our Will, We could have sent a warner to every centre of population.
This is verse 51 of Surah Al-Furqan (ٱلْفُرْقَان, meaning "The Criterion"), the 25th surah of the Quran. It is a Meccan surah with 77 total verses.
