۞ إِنَّ شَرَّ ٱلدَّوَآبِّ عِندَ ٱللَّهِ ٱلصُّمُّ ٱلۡبُكۡمُ ٱلَّذِينَ لَا يَعۡقِلُونَ
Inna sharrad dawaaabbi 'indal laahis summul bukmul lazeena laa ya'qiloon
For the worst of beasts in the sight of Allah are the deaf and the dumb,- those who understand not.

Translation (Yusuf Ali): For the worst of beasts in the sight of Allah are the deaf and the dumb,- those who understand not.
This is verse 22 of Surah Al-Anfal (ٱلْأَنْفَال, meaning "The Spoils of War"), the 8th surah of the Quran. It is a Medinan surah with 75 total verses.
